November Ballot Propositions – 2024 – Links and Study Guide
Your November ballot will include ten California State Propositions, three LA County ballot measures, and one Culver City ballot measure.
The Culver City Democratic Club has already endorsed Proposition 3: Marriage Equality and Proposition 6: Ending Slavery in California.
Below, please find information and links to club discussions of the ballot measures still to be considered by the club. IMHO, the most complex of these measures is County Measure G. The summaries are from the LA Times, and I have included the CA State Democratic Party positions on the State Measures.Â

State Propositions
Proposition 2: The School Bond – would authorize the state to borrow $10 billion to modernize K-12 schools and community colleges, money that could be used to repair outdated school buildings and to upgrade libraries, heating and cooling systems, and broadband internet.

Proposition 4: The Climate Bond – would authorize the state to borrow $10 billion to help fund responses to climate-related disasters such as drought, flooding, and extreme heat. It would also help to ensure clean drinking water. If approved by voters, it will be the largest investment in combating climate change in California history.

Proposition 5: This measure would make it easier for local governments to approve bonds and tax measures that fund affordable housing and some public infrastructure by lowering the required vote threshold to approve those measures from a two-thirds supermajority to 55%.

Proposition 32: This measure would increase California’s hourly minimum wage from $16 to $18 and annually adjust the minimum wage for inflation. The proposal comes after the state’s politically powerful unions secured $25 an hour for healthcare workers and $20 an hour for fast-food workers, and as cities including West Hollywood have moved ahead of the state minimum to as much as $19.08 an hour.

Proposition 33: Justice for Renters – This would allow cities and counties to enact rent control. It would repeal the 1995 Costa-Hawkins Rental Housing Act, which generally prohibits local governments from limiting rental rates as issued by landlords.

Proposition 35: This measure would provide permanent funding for Medi-Cal, California’s version of Medicaid, which pays for health services for low-income residents. Right now, a tax on managed health insurance plans that funds the program is set to expire in 2026.

Proposition 36: This measure, backed by law enforcement agencies, would impose harsher sentences for drug possession and retail theft. It would turn some crimes involving fentanyl and repeated shoplifting that are currently misdemeanors into felonies. Proposition 36 aims to roll back parts of Proposition 47, which a decade ago recategorized some low-level offenses.

County Measures
Measure A: To require accountability and results, create affordable housing, support home ownership, provide rental assistance, increase mental health and addiction treatment, reduce and prevent homelessness; and provide services for children, families, veterans, domestic violence survivors, seniors, and disabled people experiencing homelessness; by repealing the Measure H tax and replacing it with a 1/2 cent sales tax, raising approximately $1,076,076,350 annually until voters decide to end it, with new audits and oversight
Measure E: Parcel tax for Firefighters and Paramedic Services – An ordinance ensuring local firefighter/paramedic emergency response, involving wildfires, house fires, heart attacks, strokes, and car accidents; to hire/train firefighters/paramedics, upgrade/replace aging firefighter safety equipment, fire engines, helicopters, facilities, life-saving rescue tools, and 911 communications technology; by levying 6 cents per square foot of certain parcel improvements, providing $152 million annually, limited to 2% annual adjustment, until ended by voters, exempting low-income seniors, with independent citizens oversight.

Measure G: Charter Reform of the County Supervisors Office- If passed, this measure would increase the number of Supervisors to nine, the County Chief Executive, who manages the County government and oversees its budget, would be elected by voters instead of appointed by the board, and the County would create an independent ethics commission to root out corruption by officials.
